Why are advancements in areas such as science considered essential in the development of a great civilization?

Great civilizations require advancement because if they don't, they will become less and less great as time goes on a no everyone else advances so they end up being old and outdated. Look at China: in the very beginning it had arguably the most advanced technology in the world, and constantly came up with life changing inventions like gun powder, or the printing press. But after awhile, China stopped advancing, and while they were still at the top of the heap for several more years, they quickly fell behind and became "the sleeping dragon" as everyone else continued to advance with the industrial revolution that they missed. It's a constant race between societies on who is more technologically advanced and no one can afford to rest lest they become like the Ottomans, aka the "sick man of Europe". I hope this helps!
